Latina welcomed to Phoenix City Council dais

The face and political makeup of the Phoenix City Council shifted Thursday as two new female members, one of them Hispanic, were sworn into office.

Hundreds of residents filled the lower half of the Orpheum Theater downtown as Laura Pastor, an educator and daughter of Congressman Ed Pastor, was sworn in alongside Kate Gallego, a planner for a utility company.

An all-female mariachi band, dressed in turquoise and black suits, welcomed the crowd with folk music, a fitting start to a morning filled with talk about diversity and changing political winds in Phoenix, the nation’s sixth-largest city.
